Import of gas cylinders

No person shall import any cylinder filled or intended to be filled with any compressed gas except under and in accordance with the conditions of a licence granted under these rules and the relevant provisions of Foreign Trade (Development and Regulation) Act, 1992 – Rule 29.

The cylinders/valve shall be of a type and standard as specified in Schedule I of the Gas Cylinders Rules, 2004 and approved by the Chief Controller of Explosives.  Used cylinders/valves will not be permitted for import.

The following documents are required to be submitted by the applicant: -

  1. An application in Form ‘B’ duly filled in and signed.
  2. Manufacturer’s test and inspection certificate complete in all respects pertaining to each lot of cylinder and valve.
  3. In case cylinders are desired to be imported duly filled with gas, filler’s certificate in respect of item 3(vi)(vii)(ix) of the Form ‘B’ shall be furnished.
  4. Demand draft drawn for the amount as shown in Schedule V drawn on any nationalized bank in favour of Chief Controller of Explosives payable at Nagpur.
  5. Copy of the necessary permission/clearance from DGFT in the case of products/gases classified as ‘Restricted’ under Exim Policy.
In the case of imports of gases in supplier’s returnable cylinders, copy of re-export bond and bank guarantee executed to President of India through Commissioner of Customs shall also be submitted.

    The foreign cylinder/valve manufacturers who desire to take approval under Gas Cylinders Rules, 2004 may follow the procedure laid down under Rule 3 of the aforesaid Rules. They may also approach Bureau of Indian Standards for registration of the product as per the equivalent Indian Standards under Certification Scheme for Foreign Manufacturers.
